1. Give the program an identity, version, and decision owner

Start with administrative information because production errors often begin there. Every material record needs a buyer style code, material code, program or season, revision number, revision date, and document owner. If the same fabric supports several garments, list the related garment styles. If two colorways share a motif but use different yarn maps, give each one a distinct identity.

The revision line should explain what changed. V4 alone says very little. V4: ground color reference changed; repeat and finish unchanged lets the supplier decide which approvals may still apply. Keep a revision table in the pack rather than relying on the filename or email timestamp.

Name the decision owners as roles, not only individuals. The buyer may assign artwork approval to design, technical specifications to materials development, compliance to quality, and final bulk release to sourcing. The supplier should identify its technical and commercial contacts as well. When a question arrives, it should have a destination.

Include the destination market and required delivery context at this stage. These details can affect labeling, compliance, testing, packing, and production planning. They do not belong in a later message after the material has already been developed.

This first field is complete when the team can answer four questions without searching an inbox: Which program is this? Which revision is current? What changed? Who can approve the next gate?

2. Define the end use and the garment interface

A fleece specification should say what the material will become. A patterned fleece used as the visible body of an outer layer faces different visual and performance demands from a lining, pocket detail, collar facing, reversible garment, blanket, or accessory. The same swatch can look suitable on a desk and fail once it is cut into narrow panels or placed next to a zipper, rib, binding, or shell fabric.

List the product category, intended consumer use, exposed face and reverse, garment panels, adjacent materials, care intent, destination markets, and annual volume forecast. Add a technical flat or panel map if motif placement matters. A small sleeve, hood, placket, or pocket can interrupt a repeat in ways that a full-width fabric view does not reveal.

State the commercial context without forcing an unsupported number into the specification. The forecast can distinguish an initial development quantity from expected repeat volume. That helps a supplier evaluate yarn preparation, color continuity, material reservation, and production planning. It does not guarantee a minimum order or lead time. Those terms still need confirmation against the selected route.

The garment interface also determines which side of the fabric matters. If the reverse may show at an open collar or cuff, include it in visual approval. If the material will be bonded, lined, embroidered, printed over, or combined with another fabric, state that before testing and finishing are finalized. A material cannot be specified responsibly in isolation from the product that will use it.

3. Record fiber, yarn, and jacquard construction as project fields

The construction line must go beyond a marketing name. Record the target fiber composition, yarn type or count where relevant, knit route, jacquard structure, and any backing or layer that forms part of the finished material. If those values are still being developed, mark them supplier to propose or confirm after technical review. Do not fill the space with a competitor's public specification just to make the document look complete.

The buyer does not need to prescribe machine settings. The buyer needs to define the result that matters and leave enough technical information for the mill to explain the available route. A desired handfeel, warmth level, stretch behavior, motif clarity, exposed reverse, or target price may create competing demands. The construction proposal is where those demands become visible.

The artwork file should show a production repeat, not only a cropped image of the desired pattern. Include the repeat width and height as target fields, the unit of measurement, the tile boundaries, and the direction of travel across the fabric. Add a scale reference that can be checked on a printed page and on the physical swatch.

Name the repeat type and placement intent. An all-over repeat, stripe, check, engineered border, or placed motif creates a different cutting problem. If the motif must center on a garment panel, align across a seam, remain upright, or avoid rotation, mark that on a panel diagram. If small movement is acceptable, define the approved visual rule instead of leaving the cutting room to guess.

Orientation deserves its own arrow. Top and fabric direction should be visible on the artwork and the sample tag. A motif can be technically correct yet appear upside down after cutting if the direction exists only in the designer's memory. Symmetrical artwork should still be labeled when the finished pile creates a one-way appearance.

Show the desired pattern at garment scale. A motif that reads well in a square digital tile may feel crowded on a collar or disappear across a large body panel. Review the repeat on the intended product outline before approving the material. This check is especially important when brushing or shearing softens the boundary between colors.

The approved repeat field should point to one locked artwork file. When the motif scale, tile boundary, orientation, or placement rule changes, issue a new version and assess whether a new swatch is required. Do not overwrite the old file while keeping the same approval record.

5. Build a yarn-color map that can be approved

Color names such as navy, stone, and wine are useful in a design meeting. They are weak production references. The color field should map every artwork role to an agreed reference, identify the ground and motif colors, and distinguish mandatory matches from colors where a controlled visual range may be acceptable.

Use a stable reference system appropriate to the project and retain the physical standard when one is used. Record the reference edition or source, because named colors can move between systems and materials. If a digital value is included for communication, do not present it as equivalent to dyed yarn under every light source.

The map should make relationships visible. A buyer may care more about the contrast between two colors than either color in isolation. A narrow accent yarn can also appear different from a large solid chip because the surrounding colors and surface texture affect perception. Review the color relationships in the finished jacquard fleece, not only as separate lab references.

Agree how the comparison will be made. State the viewing conditions, sample preparation, face to be reviewed, and whether the approved decision is visual, instrumental, or a combination defined by the program. The AATCC standards catalogue lists separate methods and evaluation procedures for colorfastness, color difference, dimensional change, appearance, and other textile properties. That separation matters. A color reference, a visual approval, and a colorfastness result are different records.

If a yarn color changes after the swatch is approved, update the map and disposition. Do not assume the overall pattern remains approved because most of the colors are unchanged.

6. Specify finished GSM, usable width, and tolerances

Weight and width must describe the finished fabric state proposed for production. A value measured before brushing, shearing, washing, compacting, bonding, or another agreed finish may not represent the material that reaches the cutting room. Label the sample state beside the number.

Record target GSM, permitted tolerance, measurement method, conditioning state if applicable, and the point in the process when the value is checked. Do the same for usable width. Total width and usable width are not automatically the same. A cutting plan needs the area that can actually be used after edge conditions and inspection rules are considered.

Do not insert a universal tolerance because it appears in a template. The correct range depends on the selected construction, the buyer's product, the measurement method, and the commercial agreement. Ask the supplier to propose what can be controlled, then decide whether that range protects the garment outcome.

GSM is also not a complete description of warmth, bulk, drape, opacity, or handfeel. Two fabrics at a similar nominal weight can behave differently because their fiber, yarn, structure, density, and finish differ. Keep those fields connected. If the construction changes to meet a weight target, the buyer should recheck motif appearance, surface, width, stretch, and price rather than approving the new number in isolation.

For bulk inspection, state how samples will be taken and how out-of-range results will be handled. The pack should lead to a decision, not merely collect measurements.

7. Define the face, reverse, pile, and finishing target

Fleece is approved after the intended surface treatment, not as an unfinished knitting trial. The pack should identify the garment face, describe whether the reverse is exposed, and attach close photographs or a retained swatch showing the approved surface. Record the proposed brushing, raising, shearing, anti-pilling, softening, or other finish as project-confirmed fields.

Avoid adjectives without anchors. Soft, clean, dense, and premium can guide a conversation, but they cannot settle a bulk dispute. Pair each visual or tactile word with a reference sample, observable feature, or agreed test. For example, motif edges may need to remain readable after brushing, the ground should not expose unintended floats on the face, and the reverse may need a controlled appearance where the garment design reveals it. The exact acceptance language belongs to the project.

Pile direction should be marked on the sample and the technical diagram. Turn the fabric under the agreed lighting and observe whether direction changes color depth or pattern clarity. If it does, the material is effectively one-way for cutting even when the motif itself is symmetrical.

Finishing can alter several earlier fields at once. A surface adjustment may change weight, usable width, handfeel, pilling behavior, motif definition, and visual color. That is why the finished swatch must carry the same revision identity as the written pack. An unfinished trial can answer a construction question, but it should not silently become the bulk reference.

8. State direction, stretch, stability, and cutting controls

The material record should tell the garment team how the fabric behaves when it leaves the roll. Mark the machine or fabric direction, motif direction, pile direction, greatest stretch direction, and any restriction on rotation. Include target stretch and recovery fields only when they matter to the product, and record the method and tolerance rather than a descriptive claim.

Dimensional stability belongs here too. Identify the intended care route, sample state, relevant direction, test method, cycles or conditions, and acceptance requirement for the program. A generic pre-shrunk note does not say what was tested or what result is acceptable. If the chosen fabric will be combined with rib, lining, binding, or another panel material, consider how their dimensional behavior interacts.

A mismatch between motif direction and pile direction can make technically correct panels look inconsistent when assembled.

Record whether piece orientation may rotate, whether left and right panels must mirror, and which seams require visual alignment. Do not promise perfect matching everywhere without deciding where it matters and what the construction allows. The tech pack should prioritize the visible zones that protect the design intent.

If the stretch, stability, or cutting rule changes after a sample fit review, issue a material revision and reassess consumption, pattern pieces, and bulk approval. A garment pattern built around one fabric behavior may not tolerate another.

9. Write a test plan that can produce a decision

A list of standard numbers is not a test plan. For each requirement, record the property, method and edition, specimen or sample state, conditioning or care conditions, result unit or grade, acceptance rule, responsible party, test stage, and disposition when the result falls outside the agreed range.

Choose tests from the product risk. A buyer may need to consider laundering colorfastness, rubbing, dimensional change, pilling or matting, appearance after care, bursting strength, stretch and recovery, fiber composition, chemical compliance, or another destination-market requirement. The list should follow the end use and market, not a supplier's generic certificate folder.

For example, ISO 105-C06:2010 specifies methods for assessing colorfastness to domestic and commercial laundering. ISO 12945-1:2020 specifies a pilling-box method for pilling, fuzzing, and matting. Those pages establish what the methods address. They do not tell a buyer that a selected fabric has passed, which method is appropriate for the program, or which grade should be accepted.

Tie every report to the tested sample version. A result from a different construction, yarn map, finish, or colorway may be useful background but is not automatically evidence for the approved material. Record whether the test occurred on a development swatch, pre-bulk material, or production lot.

Compliance documentation needs the same discipline. Name the destination-market requirement, certificate or report scope, issuing party, covered material or facility, and validity date. Do not reduce compliance to a logo in the pack.

Finally, decide what happens when a result misses the rule. Retest, revise, accept a documented variance, or reject. Without that disposition path, the team has data but no production decision.

10. Create one approval master for bulk and reorder

The tenth field binds the other nine together. Identify the retained finished swatch, artwork version, yarn-color map, construction record, finish, target specifications, test plan, approval date, approvers, accepted deviations, and open items. Give the physical sample an ID that appears in the digital pack.

Separate development approval from pre-bulk release and bulk acceptance. A development swatch can confirm design intent while commercial terms or tests remain open. Pre-bulk material can confirm that the planned production reference still matches the approved direction. Bulk inspection can then compare production against the retained reference and agreed acceptance rules.

Write the revision triggers. A change in yarn color, repeat scale, orientation, construction, finished GSM, usable width, finish, pile, test requirement, or end use may require a new swatch or disposition. The team should not debate this after the change has entered production.

For reorders, preserve the approval master with the production and variance history. Record which lot was accepted, what deviations were approved, and whether any requirement changed for the next order. Same as last time is not a specification. A retained record gives both sides a starting point for reviewing the next lot without pretending that a name alone guarantees identity.

Confidentiality and ownership also belong in this master when applicable. Link the material code to the governing NDA or design-right agreement. Do not label a motif exclusive unless the signed terms define the artwork, parties, territory or use, and duration.

Audit the pack before sending the RFQ

Read the package once as if you have never seen the collection. Replace every unsupported adjective with a field, reference, or visible open question. Check that every value has a unit and tolerance where one is needed. Confirm that every artwork and color file carries the same current revision. Make sure the approved physical swatch can be located from the digital record.

Then inspect the handoffs. Design intent must reach material development. Material direction must reach pattern and cutting. Test requirements must reach the responsible quality team. Accepted deviations must reach bulk inspection and reorder planning. A complete page that does not travel to the next owner is still a broken specification.
